I found it on vimeo.com, he made it himself. All I could find about him is that he's practicing in the Graduate Media Design Program at the Art Center College of Design. He is a designer based in Los Angeles.

This project was completely part of his thesis work in the Media Design Program. It is aimed at making unfamiliar and uninitiated people understand the complex situation of the crisis of credit, into which we're in!
It's really well-done, and extremely easy to understand: the situation is explained in simple terms, animated in order to make the comprehension of today crisis easier.
